Mr. Chinmay Dwivedi is Scientist ‘E’ and Head of the Petroleum, Coal & Related Products Department at the Bureau of Indian Standards (BIS), Government of India. In this leadership role, he oversees the formulation, revision, and implementation of Indian Standards covering petroleum products, lubricants, coal, and allied materials.

He plays a key role in coordinating technical committees, engaging with industry stakeholders, refineries, testing laboratories, and regulatory bodies to ensure that national standards align with safety, performance, environmental, and international benchmarks. His responsibilities include guiding conformity assessment schemes, quality control orders (QCOs), and harmonization initiatives that strengthen product reliability and trade facilitation.

With a strong technical foundation and experience in standards development, Mr. Dwivedi contributes to policy inputs, technical evaluations, and the advancement of quality infrastructure in energy-related sectors. His work supports consumer protection, environmental safeguards, and the enhancement of India’s industrial and export competitivenes.
